CGI's approach for next-generation portals
CGI uses a series of analytic and strategic planning activities that result in an Action Plan that will provide the customer with a specific direction for the effective and successful implementation of its Next-Generation Portal. Our intent is to review and assess enterprise architecture components as they exist today in order to guide decision-making, planning, and prioritization. Specifically, the integrated enterprise portal vision and target portal architecture defined in this task will provide the customer the following benefits:
- Clear Direction for Integrated Government Transformation - CGI's Action Plan will lay out a clear path for government transformation, specifying opportunities to provide integrated service delivery and new value for constituents, businesses, and employees. The plan will be set in the customer's existing budget context and will specify how individual projects will build out shared infrastructure for the integrated portal.
- Set an Appropriate Working Direction - This approach will highlight critical unknowns early in project planning. The transition from a portal front-end to fully integrated, transformational portal has far reaching organizational impacts, and this assessment will establish working assumptions and focus the analysis on the right issues. Without a clear statement of the working direction and key unknowns, the customer risks surprises later when it becomes clear that not all issues were covered during earlier project phases. In addition, this approach is consistent with standard government enterprise architecture framework guidelines.
- Improve Financial Planning - The document output for this task will increase capital asset planning accuracy by ensuring that each annual business case justification for portal initiatives incorporate a “big-picture” view of the end state describing all the architectural components, which can be analyzed individually for cost and benefit estimation, potential for reuse, alignment with critical needs, etc.
- Facilitate Risk Management - This task will point out the riskiest aspects of the customer's Portal Vision early enough to allow the customer to implement appropriate risk mitigation strategies (e.g., prototyping).
- Facilitate Communications with Stakeholders - This task will provide an effective mechanism for communicating the vision and direction for the effort to the customer's stakeholders.
